Program permission: Admission criteria/ prerequisite (for the citizens of Georgia): The students are enrolled on the bachelor programs on the basis of the results of the national entrance exams or on the basis of the decree №224/ნ (December 29, 2011) of the Minister of Education and Science of Georgia, on the basis of the administrative registration and the decree of the Rector. Admission criteria/ prerequisites (for the foreign country citizens): Foreign entrants who completed secondary education abroad or got the education equivalent to it, or/and completed the last two years of secondary education abroad , or students, who lived abroad during last two or more years and studied abroad in higher educational institutions accredited in compliance with the legislation of the host country can be enrolled in the program without taking national entrance exams on the basis of the decree № 224 / ნ (December 29, 2011) of the Minister of Education and Science of Georgia. If the entrants don’t have English language Certificate FCE (First Certificate in English) the language competence (B2 – Intermediate) is proved on the basis of the University exam in English with the minimal passing rate 60%.
Program goals:

Georgia has put forward its public administration reform agenda aspiring democratic values and good governance principles, fostering open, transparent, and service oriented public institutions. Ongoing public administration reforms are of outstanding significance on the way of the county’s further democratic development. The smooth transition from the old, command-and-control governance system to the new, open and distributive administrative processes is only possible through the new generation of professional public administrators.   

The UG undergraduate program in Public Administration (UG BPA) is aimed to contribute to the raise of the new, internationally competitive, and qualified generation of public administrators. UG BPA curriculum is based on the internationally recognized principles and values of PA teaching and vastly reflects the labor market demands in the field. Accordingly, BPA is the program for those, who desire to embark on a successful career trip in the public service, non-profit, and international organizations.

The BPA Curriculum provides comprehensive coverage of managerial, political, legislative, and economic dimensions of public administration, with a specific emphasis on managerial aspects and reflecting Georgian realities such as recent and on-going political-administrative reforms, related challenges, and best-practices. Program is designed to deliver fundamental knowledge for administering public sector programs and services and provides essential kill-set that contribute to the successful professional career development. Curriculum also help in identification of specific interests in the field and preparing students for the graduate studies.

Knowledge and understanding
  • Governance context 

    • Describes and compares theories of public governance, the forms and principles of the state's political and administrative arrangement, the structure and functions of central and local government bodies, their formal interactions and informal work channels.
    • Reviews the role of public agencies, civil society, NGOs (non-profit, non-governmental organizations), their various stakeholders, private sector and international actors in public policy development and implementation.
    • Identifies and critically discusses public service delivery and institutional development management features, management forms, organizational finance, personnel management policies, public service models, and key challenges of public service reform in Georgia.

    Political-economic context 

    • Reviews and analyses political and economic theories, political ideologies and systems, the principles of economic thinking and the functioning of market economies in microeconomic and macroeconomic ordering.
    • Describes and analyses key aspects of public finance, budgetary system and tax policy, types of common state and local taxes.
    • Describes the key stages and types of public policy cyclical process, as well as public policy analysis methodology, also justifies the importance of rational decision-making model, effectiveness and political impartiality in the analysis.

    • Defines and explains fundamental principles of law and legal systems, the essence of the rule of law and legal terminology.
    • Describes and discusses the fundamental principles of constitutional law, forms of direct and representative democracy, the distribution of power among the branches of the Georgian government, the system of local self-government, as well as the basic principles of administrative law

    • Takes part in the process of determining politically impartial, rational and effective course of action on public problems, public administration and public policy issues using policy analysis methodology and tools
    • Carries out a research project in the field of public administration which includes the research design and methodology for identifying research questions and hypotheses, research tools for selection, simple experiments, data processing and final report of the research and analytical preparations
    • Processes legal documents, interprets law, court decisions, defines and applies constitutional and general administrative norms, finds normative foundations, and determines the hierarchy of norms
    • Designs budgets, processes economic data and develops alternative solutions in line with specified guidelines.
    • Defines the organization's mission, policy and structure, identifies and applies various models and methods for organizational effectiveness, better adapts to public organization, analyses standard situations typical of public management practices to respond quickly, efficiently allocates and manages time and resources. Also, compares leadership theories and management models, analyses the influence of internal and external factors on organizational outcomes and the organizational situations characteristic of the public sector.
    • Analyses processes in the field of public policy and administration, establishes cause-and-effect relationships, analyses and evaluates the activities of various state structures. Also, analyses economic data and information, economic prosperity and productivity, public sector effectiveness, as well as the impact of state finances and policies on the economy of the country.
    • Effectively presents professional information with specialists, non-specialists and stakeholders on public administration, public policy and related topics and their views and position in an argumentative manner in Georgian and English. Prepares and presents a detailed written report on ongoing processes in the public sector, as well as academically written and electronic correspondence, including official, semi-official and informal correspondence. Also, takes part in professional negotiations, discussions and debates.

    • Analyses and discusses state thinking, administrative leadership in the public sector, responsibility to society and the state, moral, ethical, discretionary and practical responsibility in public administration.
    • Explains and justifies the importance of a positive attitude towards a thoughtful working environment, the need for a sound, politically neutral and rational approach to public administration and policymaking.
    • Identifies further steps needed to enhance one's professional interests and knowledge, independently selects the course of study, and independently develops knowledge through various professional programs, Georgian or English language professional journals or articles

    Program details:

    The structure of the program ensures a consistent delivery of subjects according to content and complexity, which in turn leads to the gradual achievement of the learning outcomes provided for in the program.

    At the initial stage of teaching, the program envisages the study of such basic courses that serve to acquire general field knowledge and develop skills, while at later stages, it is focused on the development and strengthening of field competencies, which will show students more broadly and in depth the features of the public administration specialty, develop professional thinking.

    The program is designed in such a way that the differentiation of students in the direction of language competences is considered. The program ensures that the graduate learns the English language, which corresponds to the B2 level of the Common European Framework of Reference for Languages (CEFR), and the free credits of the program include alternative levels of English, if the student's competence at the time of entering the program does not correspond to the B2/2 level (from B1/1 including B2/1). Specifically:

    • If a student obtains 63% of the maximum raw score set on the unified national exam, they will be admitted to the B1/1 level of English.
    • If a student obtains 64%-86% of the maximum raw score set on the unified national exam, they will be admitted to the B1/2 level of English.
    • If a student obtains 87%-100% of the maximum raw score set on the unified national exam, they will be admitted to the B2/1 level of English.
    • If a student obtains more than 93% of the maximum raw score set on the unified national exam, they will be admitted to the B1/1 level of English.
    • If a student obtains more than 93% of the maximum raw score in the English language on the unified national exam, they are tested for language competence to qualify for admission to the B2/2 level group of English.
    • Students who do not have English language exams at the Unified National Examination have been given a level test, and then are registered at the relevant level, not higher than B1/2.

    The program enables student to undergo 18 ECTS free credits. 

    Teaching Process Characteristics:

    In order to earn a bachelor's degree in public administration, a student is required to collect 240 ECTS, which includes: the program core courses - 156 ECTS, as well as 24 ECTS credits from the mandatory elective blocks of the program, including 12 ECTS from the STEM Block and 12 ECTS from the Humanitarian-Social Block, while remaining 60 ECTS students can apply from the program’s elective subjects and free credits.
