Program permission: | The admission of students to the Master's Program, which represents the second level (VII) of higher education, follows two distinct processes: one based on the results of the Unified National Examinations and the other relying on Order No. 224/N issued by the Minister of Education and Science of Georgia on December 29, 2011, pertaining to the English language. The selection of students is made through oral interviews, contingent upon successful administrative registration and approval by the University's Rector. Graduates holding bachelor's degrees from various health and social welfare-related fields will be eligible to apply for the program. |
Program goals: | The primary objective of this program is to educate highly proficient experts within the realm of public health and health policy, whose professional endeavors will contribute significantly to enhancing the health and overall well-being of the nation's population. Graduates of this master's program will possess an extensive understanding of health determinants and their management, encompassing local, national, and global perspectives. They will be proficient in crafting health policy objectives and strategies, advocating for their implementation, and evaluating the resultant outcomes. Upon completion of the program, graduates will have the opportunity to pursue careers in various sectors, including legislative and executive bodies, public organizations, as well as both international and local non-governmental organizations. They will also be well-suited for roles within medical institutions and insurance companies that focus on public health and health policy, where they can assume positions such as public health analysts. |

Learning outcomes: | Knowledge and understanding Program graduate: 1. Has, defines and reproduces in-depth, systemic knowledge of public health, health system and policy. 2. Understands direct, as well as indirect links of relationships of public health, health system and policy. 3. Understands necessity for finding ways for solution of problems in the field of public health and health policy and original ideas and complex mechanisms in the process of management. 4. Describes, reviews and defines features, determinants and complex characteristics of global and international health at regional, country and local levels. 5. Knows, describes, reviews and reproduces effective forms of public health services oriented on patient, target groups and populations, their systemic and nuanced features. 6. Demonstrates in-depth and systemic knowledge in protection of patient’s rights. 7. Describes, reviews and defines specifics of administrative relations, concept of governance, principles of special powers of administrative bodies and field of managerial economics. 8. Understands the need for changes in the areas of public health and global health taking into account constantly changing environmental conditions. Skills Program graduate: 1. Operates in the processes of health policy formation. 2. Studies unfavorable effect of health determinants and other complex problems in formation and delivery of public, mixed and individual health services in public health systems by epidemiological and biostatistical research methods. 3. Applies results of evidence-based research in the decision-making process. 4. Manages and elaborates new health projects in new and multidisciplinary environment. 5. Plans human resources for public health using appropriate methodologies recommended by the World Health Organization. 6. Facilitates reflection and integration of latest achievements in the fields of international and global health (HIV/AIDS, drug dependence, smoking, traumatism, prevalence and management of infectious diseases, etc.) into the country’s policy. 7. Predicts demand through regression models in new and unforeseen environments. 8. Applies public-legal contracts within the administrative field. 9. Critically analyzes and assesses literary sources and data, actual issues of public health services and health policy and the latest information. 10. Performs systematization, critical analysis, quantitative and qualitative evaluation of data and information and makes evidence-based decisions. 11. Develops new standards to form and monitor healthcare system and medical services environment. 12. Critically analyzes and formulates evidence-based conclusions regarding systemic or particular issues of public health based on complex and in some instances incomplete data (epidemiological, health and managerial). 13. Innovatively synthesizes the information on the basis of latest data in health policy and public health on global or country levels. 14. Critically analyzes impact of asymmetric information on economic activities and makes justified conclusions, as well as performs comparative-legal analysis of the legal forms of activities of administrative bodies. 15. Presents his/her ideas, research methods, conclusions and arguments orally or in writing, in Georgian or foreign language, to Georgian and international academic or professional society working in health care field. 16. Evaluates own and others' attitudes towards the values (ethnic, gender and racial equality, professional code of ethics, patient’s rights) demanded by health system and while delivering medical services. Responsibility and autonomy Program graduate: 1. Independently identifies reviews and learns modern thematic issues in public health and health policy. 2. Performs strategic planning of educational process aimed at updating the knowledge and continuous education. 3. Understands responsibility towards the values (ethnic, gender, and racial equality, professional code of ethics, patient’s rights) demanded by health system and while delivering medical services. 4. Contributes to establishment of values recognized in public health. |

Teaching Process Characteristics: | To attain a Master's degree in Public Health and Health Policy, students are required to accrue 120 ECTS credits. This total comprises 105 ECTS credits dedicated to the core subjects of the program, which encompasses the completion of the Master's thesis, worth 30 ECTS credits. Additionally, students must select 15 ECTS credits from the offered elective subjects, chosen from a pool of 30 ECTS credits' worth of available options. |
