Program permission: The acceptance of applications for doctoral programs is announced once a year. Studies begin according to the academic calendar established by the academic council. Enrollment of students is carried out by order of the presidents, based on meeting the prerequisites for admission to the program. A person with a master's degree in the broad field of health care and social welfare, or an academic degree equivalent to it, can study at the doctoral program; or · Applicants with non-health qualifications if they are certified by one of the following: a) issues/subjects considering the areas of public health competencies (health policy and management, epidemiology-biostatistics, research methods, project management, health services management, ethics and bioethics, health and medicine History, health insurance, healthy lifestyle, behavior change, practice in the field of health care, (bachelor/master's thesis and others) with a volume of at least 60 ECTS credits; for which the characterization of the applicant by the supervisor from the workplace should be additionally presented at the interview; c) at least 2 years of experience in research activities in social health and/or health care with presentation of appropriate results; For which, at the interview, the characterization of the applicant by the head of the research, indicating his role and place in the research, a relevant article, or the presentation of the research results at professional conferences should be presented. · A person whose knowledge of the English language at least B2 level is confirmed by a relevant international certificate (TOEFL, GMAT, GRE, IELTS, FCE and CERTUS), by a document confirming studying abroad in an English-language bachelor's/master's/doctoral program or by passing an English language exam acceptable to a doctorate program at the University of Georgia. When passing the university foreign language exam, the minimum level of competence in English is 60% of the maximum grade. If the requirements related to qualifications and competences are met, the applicant is obliged to submit a research concept in the direction of the subject to be studied, based on a positive assessment of which the enrollment is carried out.
Program goals:

Prepare a scientist of broader profile in public health, who will be able to create new knowledge in the field, structurally understand and expand existing knowledge that will contribute to increasing health and well-being of the country's population and consequently, improve public and global health.

Graduate of doctoral program will have the knowledge based on the latest achievements in public health, will be able to research health determinants with the use of innovative technologies, evaluate results obtained through modern methods of their management, develop and teach complex learning modules in public health, prepare scientific projects in the fields of public health and implement them according to latest standards of management.

Doctoral program gives graduates the opportunity to hold leadership positions at higher educational and research institutions, health organizations, insurance companies which have health insurance services, international organizations, governmental and non-governmental bodies, scientific-research institutions related to public, global and international health policy.

    The doctoral thesis should to encompass a volume falling within the range of 70 to 80 pages, equivalent to a word count between 17,500 and 20,000 words, exclusive of the bibliography and appendices.

    Teaching Process Characteristics:

    Program Structure, Duration, Credit Allocation, and Requirements:

    · The doctoral program encompasses a total of 60 (ECTS) credits, distributed across the teaching components, comprising 50 ECTS core subjects and 10 ECTS optional subjects.

    · Pedagogical modules operate on a semester-based schedule, spanning 22 weeks, characterized by an intensive instructional format involving daily sessions encompassing lectures, seminars, and practical exercises. Notably, subject modules are conducted biweekly, in accordance with prescribed modules, punctuated by interim assessments and culminating in final examinations, scheduled during the designated examination period.

    · Each doctoral candidate is appointed an advisory committee, composed of three members holding a doctoral degree, or, in instances featuring a co-supervisor, four members. This committee oversees the planning of the doctoral student's educational trajectory, evaluates the candidate's scientific research grant proposal submitted for school funding, and formulates the agenda for research component planning. It is imperative to acknowledge the possibility of amendments to the proposed schedule or plan, contingent upon substantiated requests from the doctoral candidate. Furthermore, this committee is instrumental in drafting the procedural protocols and regulations governing coursework and research, as well as the eventual dissertation defense, as stipulated in the University of Georgia's Regulations of Doctoral Education.

    · The research facet predominantly transpires in the second and third academic years, although, at the supervisor's discretion, certain undertakings may commence as early as the inaugural year. · The didactic elements of the program are under the purview of subject matter curators, while the research elements are overseen by the doctoral student's scientific supervisor, occasionally in tandem with a co-supervisor. In select cases, thematic and sectoral international experts and specialists contribute to the educational modules within the program.

    · Doctoral students possess the prerogative to delineate the credit load for a given academic semester, within the established parameters of a minimum of 15 ECTS and a maximum of 30 ECTS credits, dichotomized as "Full Time" and "Part Time" designations. · In consonance with the thematic and volumetric contours of the research endeavor, doctoral candidates are afforded latitude to conduct investigations both domestically and internationally. The deliberations regarding research topics and the selection of research instruments are subject to the auspices of the school's bioethics council, in accordance with the provisions delineated in the statute governing the bioethics council's operations.

    · Research initiatives may be underwritten by scientific grants disbursed by the School of Health Sciences, in adherence to the stipulations set forth in the regulations governing the allocation of scientific grants within the school. Alternatively, financial support may be derived from other pertinent scientific research projects secured by the doctoral candidate and their scientific supervisor.

    · Before undertaking the defense of the doctoral thesis, it is incumbent upon the doctoral candidate to effectuate the publication of one scholarly article germane to the research findings in a designated peer-reviewed scientific journal, with a recommended impact factor no less than 1.5. Alternatively, a formal notification from the editorial board confirming the forthcoming publication suffices. Furthermore, an additional scholarly article, subject to the same stringent evaluative criteria, must be submitted for publication in a peer-reviewed journal.
